Hmm...i dont think you can measure who is affected by nazar faster than others.
When someone is afflicted by Nazr (Evil eye), it should be treated by the following blessed words of Rasulullah (saws), "Bismillahi Alahumma adh-hib harrahaa wa bardahaa wa wasbahaa"
Thereafter recite "Qum bi idhnillah" (Ibid Pg 211 )
Surahs Al Falaq and An Naas also prove effective in safeguarding from Nazr.

Black magic (Sihr) is a reality and is mentioned in the Noble Qur'aan. Nazar is also a reality and is mentioned in the Hadith. Rasulullah (saws) was affected with the worst form of black magic. He resorted to Du'aa and finally was informed by Allah about the Jew, 'Labid ibn Asam' having practised black magic on him. Hadhrat Aaisha (ra) said, 'O Prophet of Allah! Why don't you expose him?' Rasulullah (saws) replied, 'Allah granted me Shifaa and I do not want to spread evil among the people.' (Bukhari vol.2 pg.858)
Rasulullah (saws) was a fountain of knowledge and recepient of Divine revelations. His heart was imbued with deep light and insight, yet he did not accuse anyone of practising black magic on him. Instead, he resorted to Du'aa. Even after being Divinely informed he did not take the matter further.
The change of behaviour of any person is not necessarily due to black magic and Nazar. It could be due to something else. Therefore, it is advised that in such situations, one should exercise wisdom and diplomacy and very politely enquire personally or through a representative from the person directly the reason for the change of behaviour. One should avoid drawing a conclusion based on suspicion as that leads to many misunderstandings which leads to unnecessary grief and agony.
